Dueling Waynette Divas Tiff over TIFF
KCMO's Chief Financial Officer & Director of Finance, Deborah Hinsvark, (a former Denverite and a Waynette) seems to have disappeared from City Hall - her email has been disconnected. Apparently Despot Wayne, Hinsvark and Waynette, LT (LaTrisha Underhill) an Assistant City Manager, the one that Human Resources lowered the criteria for the position in order to have her qualify were in a meeting. Rumor has it that the two Waynettes, or dueling Divas got into a very loud discussion over the 63rd/Prospect/ Citadel TIFF Project, the project that Councilman Terry Riley is trying to shove through. LT is in favor, Hinvark opposed. (the word is that LT is also real tight with Riley- we may need to watch those two) If this weren't such a serious issue with our taxpayer money it would be comical. So, Councilman Riley, what is so important about the Citadel Project that one of the Waynettes had to be sacrificed. We don't mind the thinning of the Wayne's herd/harem but this is smelling fishy.

Getting rid of Hinsvark was a favor to Terry Riley from Wayne Cauthen. Riley has made it very clear, publicly, Hinsvark was standing in the way of things he wanted.
Hinsvark was not a Waynette, given that she is an intelligent, competent, and great manager at Finance / CFO. It is unfortunate that Wayne is letting go one of his best Directors and one who could most certainly keep him and the city out of HOT water and taking on a deal that really stinks! Hinsvark is worthy 5 times a LT, who is not serving Wayne or the City very well as A.M. Hinsvark will excel at a new position without any trouble.
Terry has to go to plan B in his quest to be the next Mayor. Since he is not Mayor Pro Tem under the Funk Admin. That bird flew when Funk won and gave his oath to lead the City. Any way, for those of us playing along at home, Terry has to upstage Funk at nearly every turn. Wayne has to keep his job at all cost. The current coin of the realm was DEB. Deb is right in thinking that the Citadel project is a sink hole. But Terry needs a win.
Attn: Anonymous 228pm - Perhaps somebody in or out of City Hall will enlighten the rest of poor fool taxpayers as to why the Citadell TIFF deal, to quote you "really stinks." This is an open question to City Hallians - Does anyone at City Hall care to let us know why this deal "really stinks?" Inquiring minds and over-extended tax payers really want to know.
Is it true there is video (security?) of the altercation between LT and Deb?
The Citadel project, I am told, was suspect due to the City (under Wayne's orders to Deb) releasing to the very inexperienced developer more than $1,000,000 to tear down houses in the area. The developer and buddies then allegedly used some of the City money to buy the very houses they knew would be in the way for a bargain of about $10,000 a pop.
Then they flipped the houses for a profit, and the new owners are holding out for big money from the City once this is a going concern as a new TIF project. So the developer in effect has increased the cost to the City of this project and has profited in the process of screwing over their benefactor!
This is only one of the favors Wayne Cauthen owes Riley for a sweet contract. What are the others?
Remember Cauthen pushed out Kevin Riper to bring Deb Hinsvark in. Kevin was very qualified and honest. What goes around does come around.

Just follow the money (city, CDCKC, previous owners of the development properties & their connection to development team) ...
Why is LT and Riley putting so much pressure on Wayne & Hinsvark to push through this bad deal?

attn: 5:48 - word has it that the altercation between LT & Deb occurred by the security counter on 29 where there are security cameras with video. Deb kept backing up while LT was swinging her arms all over the place and screaming at Deb. Many people from the Manager's and Mayor's office are said to have witnessed the event.
